[Stable plugin api] Consider renaming build-tools plugin-descriptor.properties #93983

Description

a follow up from https://github.com/elastic/elasticsearch/pull/93501#discussion_r1097182096 build-tools/src/main/resources/plugin-descriptor.properties the file is a template not a descriptor itself. Therefore it would make more sense to name it a template and a resulting file should be named plugin-descriptor.properties (or stable-plugin-descriptor.properties)
