[ML] Ability to rename machine learning jobs #95160

Description

Issue Description

As part of a user operational lifecycle, it can happen that their internal naming convention change over the time as the infrastructure grows impacting machine learning jobs naming scheme. As of today, it's not possible to rename a machine learning job without recreating it which bring issues such as the missing data which the machine learning job has been trained on, deleted as part of the global ILM.
