New Data Download URLs #61

Solves #58

Data is now hosted on Elastic infrastructure with a very easy to remember URL. The README also reflects the retconned acronym and new GitHub repository location.

May I ask is the data_2018_2 downloaded from the new data download urls the same as the data_2018_2 downloaded from the old one? (As I've checked the Camil2019 Note, some changes have been made to the 2018_2 dataset. And I downloaded the data_2018_2 a year ago. Not sure if I should redownload the data_2018_2. :))

They are the same files with the same sha256 hash. The changes I talked about at CAMLIS in 2019 are what I was introducing with the 2018_2 dataset. The 2018_2 itself hasn't changed since its introduction.
