This PR skips the following tests that depend on 8.18.0-SNAPSHOT artifacts being available:

TestAgentInstallSuite E2E test - depends on elastic-agent-8.18.0-SNAPSHOT artifact being available.
TestBaseE2ETestSuite Cloud E2E test - depends on 8.18.0-SNAPSHOT deployments being available in ESS.

This PR should be reverted as soon as the above artifacts become available.

It is now possible to create 8.18.0-SNAPSHOT deployments in the ESS production CFT region so reverting this PR now...
