Adds logstash plugin API project #11

See commit for proposal; my primary worry is that it still conveys that the code is the desired result.

I'm trying to convey that the learning, and the feedback to the API's design is the primary result.

I think the abstract is fine, thanks a lot! :)

IMO we can push the students into the right direction for this on discuss including planning the right amount of time for this.
