[REQUEST]: Docs for Upgrading Fleet #283

Description

There isn't much of anything in the docs today about what to do during upgrade time for your Fleet Servers. We should add some language around what to do during upgrade to ensure Fleet Server is properly upgraded as well.

@sgelastic could you please explain this further. What do you mean by "what to do during the upgrade"? can you describe the use case or situation you faced that warranted documentation request so we can better understand hat needs to be written.

Can comment, spawned from my support case. When upgrading a cluster from 8.3 > 8.4, we were able to do pushbutton agent upgrades of fleet server agents through fleet console. When upgrading a cluster from 8.4 > 8.6 - pushbutton upgrade failed and we had to re-install / re-register fleet servers.

There does not seem to be any specifically published guidance for how to manage fleet server upgrades in context of larger cluster / services upgrades.
