Reorganize Fleet & Agent Guide navigation

As suggested by @lucabelluccini, the Fleet and Agent Guide sections could be better named and/or ordered, so as to reflect the order of how things should be done to prepare and deploy Elastic Agent & Fleet.

In the limits of my bandwidth, we can attempt to sync prior doing the change and ensure we have something future proof, WDYT?

Definitely let's do that @lucabelluccini. I think there are a few small changes we can make that will fix the current navigation to better align with what you've presented. I'll work with @nimarezainia to draw a mock-up, and then you and I can meet to go over it and get your input. Thanks a lot for your help on this!

Hi @lucabelluccini I've drawn up this proposal for how we might make some adjustments to the Fleet & Agent Guide table of contents, essentially by splitting apart the "Manage Elastic Agents in Fleet" section into three new sections:

• Configure Fleet
• Manage Elastic Agents in Fleet
• Configure Elastic Agent policies

When I look at the document you provided about the order that things should be done, I think the structure above will make the various tasks a lot easier for users to find.

I've reviewed this with Nima. If you have some time to take a look I'd appreciate it. We can sync up and go over it together, or if you'd like to just send me any comments that works too. Whatever's most convenient for you. Thanks!
