[Aruba] Add cred manager events #11763

This PR adds in logs for HPE Aruba Credential Manager log types.

The logs were hand-crafted based on HPE's page: https://www.arubanetworks.com/techdocs/AOS-CX/10.07/HTML/5200-8214/Content/events/COPP.htm
