[Aruba] Add DHCP server events #11799

This PR adds in logs for HPE Aruba DHCP Relay log types.

The logs were hand-crafted based on HPE's page: https://www.arubanetworks.com/techdocs/AOS-CX/10.07/HTML/5200-8214/Content/events/DHCP-SERVER.htm
