[Cisco ISE] TACACS Diagnostics Support #4814

Our Cisco ISE integration does not currently support TACAS Diagnostics events, causing a visibility gap relating to authentication events and issues impacting TACACS on ISE devices.

This issue will track progress on support for TACAS Diagnostic events to our ISE integration. Relevant logs and documentation from Cisco available here.
