[Azure Logs] Route logs categories to the most appropriate data stream #7203

With the introduction of the reroute processor in 8.9 and the support for defining routing rules in package-spec 2.9.0, in 8.10 we have the opportunity to route incoming logs to the most appropriate data stream.
