This PR is to create new input package for Azure Event Hubs to collect logs exported from the Azure services.

@Linu-Elias has started looking into this issue.

As we plan to create a custom Event hub input we may need to think of how do we show the new input in Kibana.
This input will use the routing_rules to route data from different log type to a specific data stream.
Once @zmoog shares the design document, We will have more clarity on the pain points to be addressed as part of the new event hub input.
