[windows] Update to package-spec 3.0 #8677

The windows package needs updated to a more recent package-spec version to support the necessary tags (detailed inhttps://github.com/elastic/integrations/issues/7483) and other more recent integration enhancements.

My understanding is windows will face a similar mapping challenge that o11y has encountered here. We'll need to determine an approach to unblock.
