Support logging into Kibana without any "feature" privileges #102129

Kibana currently requires some level of access to at least 1 feature within at least 1 space. This has worked well historically, but some features (such as Enterprise Search and most stack management features) live within Kibana, but don't rely on Kibana privileges.

We should support logging into Kibana with a "login only" privilege, which doesn't grant access to any features, but allows basic access to 1 or more spaces.
