[ILM] Add explanation for searchable snapshots in Hot phase #104669

Mounting searchable snapshots in the Hot phase of an ILM policy is a limited use case for metrics data (which gets 'cold' very fast) and it can be confusing for users to see actions for searchable snapshots (fully-mounted index) both in the Hot and the Cold phases. We need to add more guidance for users so that they know about benefits of using searchable snapshots, especially in the Cold phase (most users will only need that) and are not confused that it's also allowed in the Hot phase.
