[Painless Lab] Privileges aware #104828

When using Dev Tools as a low-privilege user (only read and view_index_metadata privileges on ES) going to the Painless Lab presents the following:

This does give users a way to figure out what the problem is - but making Painless lab UI "privileges aware" would guide users more quickly to the fact that they can't actually run the code before interacting with the UI further - perhaps a notification would be sufficient.
