[Index Management] Add shrink index option #106919

Describe the feature: Add the "Shrink" index management action to the Index Management > Indices UI

Describe a specific use case for the feature:

Other index actions such as force merge, close, refresh, and remove / add ILM policy are available in the UI. It would be helpful if _shrink was a valid option as well.

I do not think the shrink option exists because it was not included on https://github.com/elastic/kibana/issues/106168 despite https://github.com/elastic/kibana/issues/41383 saying it should be grayed out if it is not a valid option.

I also retried with the "index.blocks.write": true setting applied and the shrink option was not there.
