Add ability to close/delete indices via the Snapshot and Restore UI #114171

Describe the feature:

If you're attempting to to restore an existing index, then you must do one of the following:

Rename the restored index
Delete the existing index
Close the existing index

If these conditions aren't met, you're presented with an error explaining the problem:

snapshot_restore

It'd be helpful if the S&R UI allowed you to more easily close (or delete) existing indices to make restores easier (especially if restoring lots of indices).
