[ILM] Update UI validation for snapshot repo and SLM policy #115983

Previously, ES API didn't validate that the repo for a searchable snapshot in the hot, cold and frozen phase exists. Also there was no validation for the snapshot policy for wait for policy action in the delete phase either. Now ES API has a validation for both, so ILM needs to update the validation in the UI to not allow saving the ILM policy if the user's input is not correct.
