Make status page accessible through the UI #120193

Replaces https://github.com/elastic/kibana/issues/42327.

Currently the status page only shows up when there's a problem starting Kibana or if the user manually navigates to /status. We can make it more accessible by adding a "Kibana Status" link to the Stack Management side nav.

@cjcenizal I see the issue is labeled with your team's label. Are you planning to do this one or are you expecting core to do it?

@pgayvallet I intend for the Stack Management team to do this work. Does Core team have any existing plans for this page or concerns about this change?

And to clarify, the reason I'm volunteering the Stack Management team is because of our Administrator Experience project, the first step of which will be to propose a broad information architecture change that will create a logical place for this page to live. 🙂

Asking confirmation with @lukeelmers just to be sure, but I'd say we're perfectly fine with the suggested change.

Yeah no concerns from my end either -- it would make sense for users to have an easier way to access this without needing to know the URL.
