[User Experience] Mobile view causing multiple small display issues

Bug 1

Describe the bug:

When uploading a CSV file using a mobile display, the "Import" button is partially obstructed by the bottom panel.

Describe the bug:

When navigating to the Stack Monitoring page, the layout is not in the correct view mode so things appear zoomed out.

When navigating to the Observability app from the homepage of Kibana, the layout is not in the correct view mode so things appear zoomed out.

When trying to manage Data Views in mobile view, the layout is not in the correct view mode so things appear zoomed out. Parts of the text are also going horizontally off-screen.
