[SecuritySolution] Investigate flaky Suricata tests #126894

The Suricata tests have become flaky and are causing a lot of re-runs on the CI. In https://github.com/elastic/kibana/pull/126893 we skipped the tests.

Looking at the test output, it appears that on the CI the overlays are not showing up or are hidden before the test is executed.

As of 8.10 on main, it looks like the google link tooltip and signature tooltip do not show up at the same time. Cypress is stuck on trying to find the google link tooltip

In the video, signature tooltip show up on first hover, when mouse over the external link icon, the google link tooltip will show up, but in neither cases we have both showing up together. Likely a bug in the tooltip
