registering SM rules with RAC registry
Refactor to follow similar patterns as Logs / Metrics (remove classes)

If we want to use the Stack Monitoring rule executors for Platform Observability packages and dashboards we'll need to migrate them the Alerts-As-Data scheme. Before we do that we should investigate if we can recreate those rules with the current Observability rules https://github.com/elastic/kibana/issues/137277.

We also raised the question of who should do this work and own those rules long term, so we should get @elastic/actionable-observability to weigh in on how they see that.
