[Unified Observability] Guided setup: Hide the status bar when all the steps are completed

Summary

Since our current steps are ultimately down to whether or not the user has data for the individual data sources (and rules for alerts), we could implement a simple exception that if the user does have all signals available we opt to hide the Guided setup status bar. Since its primary use-case is to ensure users that are still onboarding are directed to the Guided setup content in the first place.

The flyout content when the user clicks the Guided setup button can stay.
