Support bypassing ccs_compatibility flag #130891

We want to support non-ccs compatible features being merged behind feature flags, which means we need a way for teams to bypass the ccs_compatibility flag.

Support creating a test suite that doesn't set that flag
Write documentation about the process and risks of using such a test suite
- Tests should go back to the main suite so they are covered by ccs-compatibility tests when the feature is exposed.

@stacey-gammon I'm going over old Operations issues and found this one which must have slipped trough the cracks. Can you verify if this issue is still relevant?
