[APM] Comparisons: Enable pre-selecting comparison option and update Advanced settings for the time comparison feature

Summary

Following from https://github.com/elastic/kibana/issues/121520 we want to enable the user to pre-select the comparison option they want to use as default. This will enable the user to specify if they want to see the expected bounds from ML or time comparisons (if enabled).

Solution

As described in https://github.com/elastic/kibana/issues/121520#issuecomment-1015150564 we want to introduce a new option for the user to select the comparison option.

• If the user does not have ML enabled the option is ignored in the APM app since ML anomaly detection is not available
• If they don't have an anomaly detection job configured for a given environment, the setting still defaults but won't automatically fall back to time comparison.
