[Observability] Ability to return to previous context in the page header #135777

Describe the feature: Provide back option according to EUI Page Header component pattern, in Observability views. When back refers to step-up in the breadcrumbs - name it the same as a step-up "< [step-up]". When back refers to any other area ie from dependencies to services - name it "< Back to [Services]" to clarify that it's based on the previous user activity. Just like in prototype in related design issue. This option already exists in couple of areas in Kibana, it's being named different ways: "< Browse all integrations", "< back to cases", "< View all agents", and "< cancel" in forms.

Describe a specific use case for the feature: User needs to analyse dependencies related with the service, and needs have the option to go back to the context that brought in into dependencies.
