Elasticsearch version: 8.2.3

Server OS version: Ubuntu

Browser version: Chrome

Browser OS version: Mac

Original install method (e.g. download page, yum, from source, etc.): Cloud

Describe the bug:

Log view renders 24h time as "24:", should be "00:":

Expected behavior:

Should render "00:" instead of "24:".
