Date/Time input controls

Add date and time controls to input controls.

Essentially, pull this PR internally: https://github.com/nreese/kibana-time-plugin

• Reactify
• Maybe add new input controls category this would go under along with the range slider and drop down selection.
• Could perhaps add caching to speed things up

This would be a nice add. Just last week I had to hack https://github.com/nreese/kibana-time-plugin to get it to work with 6.2.1 so a customer of mine, who uses embedded dashboards, could be upgraded.

This would be useful when you're filtering by a specific time field from an existing selection.
