Describe the bug:
when you use incremental fetch and click the button to scroll to next page, the buttons themselves seem to move further down the page, and it does this each time. each time it creates a slightly larger gap between the rule logs shown and the buttons.
Steps to reproduce:
create a rule firing every 5 seconds to quickly build up logs
go to the Rules page -. Logs tab
select '10 rows per page' option.
click on the > arrow to go to the next set
Repeat this and each time you will see the buttons gently slip down the page (off the view) and you have to scroll to get back to them, and also that the gap between the buttons and the rules is widening each time.
Expected behavior:
the buttons should stay fixed at the bottom of the browser or maybe the bottom of the Rules logs, not sure which is more desired
