[Cases] Create owner configuration registry #143201

Cases render in Security Solution, Observability, and Stack management. Each of the applications has its own owner, application ID, UI application ID, path, label, icon, and alerts table configuration ID. In addition, applications that do not render the cases app, use cases to attach data to a case. Cases to function properly store this information to a configuration file. The file contains hard-coded constants with all the needed information. Ideally, solutions should register their application information to a registry provided by Cases.
