[APM] Always show Anomaly detection tab #144524

We don't currently show "Anomaly detection" tab for users on Basic license:

It is only displayed after upgrading to platinum license: image

Suggestions

We should always display the Anomaly Detection tab, so people are aware of the feature, and have yet another reason for upgrading. If people are not on platinum they should see a message on how they can upgrade. This is similar to Custom Links.

how do we do this for other features that are premium only?

we should remain consistent for all platinum features if we are going to tease them.

i would classify this as nice to have below a customer submitted bug
