Time Zone Picker in Kibana Date Pull-down and Show the Time Zone in the Date Pull-down #144937

Describe the feature: It would be very helpful to have a timezone picker, as well as show the timezone, for the date pull-down on searches across the platform.

Describe a specific use case for the feature: If the analyst/operators are at a central (think HQ) site and one of the distributed operators has called in to ask about an event and they give the timestamp as being in their timezone, the analyst/operator should be able to put that timeframe, to include the timezone, into the date pull-down to ensure the proper results. Currently, there is no way to know what timezone the search is being performed in.

Where this is a unified search request, I think it belongs to the Visualizations team.
