[Security Solution] Move suricata renderer to the packages #145668

Related to #144944 Due to the Kibana components architecture guidelines, ability to reuse ECS renderers in the Kibana plugins (triggers_actions_ui, observability, discover) and to reduce the bundle size of the security_solution asynchronous chunks we are moving existing renderers to packages. The goal of the current issue is to migrate suricata renderer: https://github.com/elastic/kibana/tree/main/x-pack/plugins/security_solution/public/timelines/components/timeline/body/renderers/suricata
