[CM] Event Stream "open" event

We need to allow some of those events to be emitted from the browser. To track usage of content, we will define an "open" event, which is emitted when a content item is opened in full-page view, for example, a dashboard is opened and all panels are visible.

• [ ] Register "open" event in the Event Stream registry
• [ ] Expose ability to emit the "open" event through CM RPC
  • [ ] Only allow to emit events from RPC, which are explicitly in the allow list of RPC events.
  • [ ] Only store the event if user is allowed to read the content item.
