[Watcher] Add `RedirectAppLinks` to not reload page on links navigation #154148

While reviewing https://github.com/elastic/kibana/pull/153792 @sabarasaba noticed that a link in the Watcher plugin that navigates to License Management causes a full page reload. We need to add RedirectAppLinks as recommended by the Kibana dev docs to enable SPA navigation.
