[Synthetics] Copy enhancements

Follow up enhancements referred to in https://github.com/elastic/kibana/issues/152915

• Empty state input fields

  • Remove the hints inside the empty state field (as there’s duplicated hints below the input)

• Private Locations wording

  • Change tooltip (when clicking on the number) to: [Name of location] is configured with [number] monitors
  • Use singular monitor if [number] is 1 or monitors if more than 1

• Sync errors (from comments)

  • When there are sync errors, change the heading from Monitors failed to sync with the Synthetics service1 toSome monitors are not running correctly`

• Create/Edit monitor

  • Remove callout to the docs at the very top of the create flow
  • Remove "For more information about available monitor types and other options, see our documentation(opens in a new tab or window)."
  • Change enable/disable monitoring control (see below for mock up)
  • Move label to the right of the toggle
  • Change label to: Enable monitor
  • Move the helper text below the toggle
  • Change helper text to: When disabled, the monitor doesn't run any tests. You can enable it again at any time.
  • Ensure changed for both UI managed and project monitors (they are currently different)
  • Change enable/disable alerting control (see below for mock up)
  • Move label to the right of the toggle
  • Change label to: Enable status alerts
  • There will be no helper text
  • Ensure changed for both UI managed and project monitors (they are currently different)

• Inspect panel (added in https://github.com/elastic/kibana/pull/157978)

  • Change Hide params values to Hide parameter values

@paulb-elastic here are some suggestions to make the switch controls follow EUI guidelines (label next to the button, and help text under it) and with updated text:
