[Discover] Implement Discover customization framework #158625

In order to allow solutions to customize Discover, we need to implement a customization framework based on the approved 2023-04 Discover Customizations RFC. This issue is to track the progress of the initial implementation of the framework. Initial customization points may be included with the initial framework implementation, but additional customization points will be added separately in dedicated issues and PRs.
