[UI] ILM min_age interpretation #163234

👋🏼 hiya, team! A common misunderstanding of users fall into from using the default ILM policy Kibana template with rollover is not realizing to click this "?" icon (in second screenshot below) which states min_age calculates from rollover instead of index creation. (Users consistently expect this to only calculate from creation time. This is the UI-version of this-ES-doc-request: elasticsearch#98245.)

So in below screenshots, some users expect data to migrate hot>warm after 1d but really it happens at 30d+1d=31d. Could we consider making this "?" info more obvious or figuring a different word than "old" when rollover is used?
