Describe the bug: Two Create Dashboard button on Security Dashboard

Kibana/Elasticsearch Stack version Version: 8.10.0 SNAPSHOT Commit: f9f2d378dc9c9572b88d725f4ba0e91c075b015e Build: 65764

Browser and Browser OS Version: Firefox for windows OS Version: 116.0.2 (64-bit)

Elastic Endpoint Version: v8.10.0-dev.0

Original install method: Build summary: https://artifacts-api.elastic.co/v1/search/8.10.0-SNAPSHOT

Functional Area: Replace dashboard listing with Kibana dashboard listing

Initial Setup:

Steps to reproduce

Login to Kibana
Click on Security App and move to Dashboard page
Observed that 2 Create Dashboard button one in original Old position ( as we have on 8.9) and other in botton restyled dashboard listing

we have validated this issue on 8.10.0 and found the issue to be fixed ✔️ .
