[APM] Implement the Overview page for each logs-only service. #163589

For each logs-only service, there should be an overview page showing summary of key metrics, such as log rate and log level breakdown (when the log.level field is available. If unavailable, there should be a link to the docs highlighting the process for adding the log.level field to the data stream).

The logs-only service overview page should most likely be separate from the existing overview page.
