[ML] Anomaly detection wizard - custom urls test functionality: time is always set to 15 minutes #165051

Kibana version: Latest main

In ML > Anomaly Detection > Creation wizard When creating custom urls in the wizard, the time range used when hitting 'test' after adding a URL always seems to go Last 15 minutes (the default time filter).
