Add validation for KQL filter query in APM rules #165444

At the moment, it is possible to save KQL filter with invalid query. If the query is invalid, it is ignored. As a result, the rule is executed against data with no filter.

Acceptance Criteria

[ ] There should be an error in UI notifying user that the query is invalid.
[ ] It should not be possible to save rule with invalid query.
