[Fleet]: `Outdated policy` message is not completely visible and no tooltip is available on hovering over warning icon for outdated policies under Agents tab.

Host OS and Browser version: All, All

Preconditions:

1. 8.10.0 Kibana cloud environment should be available.
2. Few agents should be installed with offline state.

Steps to reproduce:

1. Navigate to Fleet and make some changes in the policy with Offline agents.
2. Observe warning icon for outdated policy.
3. Observe Outdated policy message is not completely visible.

• It is more impactful for the policies with a little long name(34-35 characters only), just the warning icon is visible with no message.

Expected Result: Outdated policy message should be completely visible and or a tooltip should be available on hovering over warning icon for outdated policies under Agents tab.
