[Security Solution] User is not able to create/edit an exception after an error has been displayed

Describe the bug:

• User is not able to create/edit an exception after an error has been displayed

Kibana/Elasticsearch Stack version:

• Serverless production

Initial setup:

• To have an errored exception flyout
• You can do it by following the steps mentioned here

Steps to reproduce:

1. Click the Dismiss button on the top of the exceptions flyout
2. Delete the long comment
3. Add a regular comment

Current behavior:

• The Add rule exception button is disabled

Expected behavior:

• After correcting all the errors, the Add rule exception button should be enabled.
• The user should be able to create a rule exception when all the entered fields are valid.

Additional information:

• The same behaviour happens when instead of a creation an edition is performed.
• This issue was found during the testing spike, the same behavior it might happen on ESS.
