Describe the bug: panel setting time range don't retain

Kibana/Elasticsearch Stack version Version: 8.11.0 BC2 Commit: 636a8339cfad92998a5a5adb7be81e3546525ebf Build: 67841

Browser and Browser OS Version: Firefox for windows OS Version: 118.0.1

Elastic Endpoint Version: 8.11.0

Original install method: None

Functional Area: Alert Page

Initial Setup:

Steps to reproduce

Go to Alert Page and set time range to last 1 year
choose Trend Graph
Click on three dot ... > Panel Setting
Select time range different from the main time range set on alert page ( set next 7 days )
Observed that for few sec time range retains and after that time range reset and main time range applies

Panel settings actions should be disabled in 8.12.1 and 8.13 https://github.com/elastic/kibana/pull/174183

@angorayc we have validated this issue on 8.12.0 BC6 and found the issue to fixed ✔️ .

Build Details:

Version: 8.12 BC6
Commit: e9092c0a17923f4ed984456b8a5db619b0a794b3
Build: 70088

Panel setting is disabled on 8.12 BC6 and hence issue is fixed .

Hence we are adding "QA:Validated" label to it .
