[Metrics UI] Shorten the metrics ML job ID prefixes #168822

The same issue outlined in https://github.com/elastic/kibana/issues/47477 also affects the jobs created in the Metrics UI. However, since the job names for the metrics side are shorter, it is slightly less likely to occur, which is perhaps why we have yet (as far as I am aware) receive any reports about that.

The changes introduced in https://github.com/elastic/kibana/pull/168234 can likely be applied to the Metrics side as well, as much of the code is mirrored and the same general solution should work to address the issue.

https://github.com/elastic/kibana/pull/168234 only makes the change for the log ML jobs, not the metric ones.
