[Convert-2-lens] filters lost when converting legacy vis from editor #170076

Kibana version: 8.10.2, haven't checked further back

Describe the bug: When a legacy visualization is converted using the dashboard action, the filter information is retained. However, when the visualization is converted from the legacy editor, it is lost.

Steps to reproduce:

  1. Create TSVB gauge
  2. Add filter pill/query
  3. Save to dashboard
  4. Open editor again
  5. Click "Edit visualization in Lens"

Expected behavior:

Filters should be retained.
