[Discover] Improve surrounding documents predecessor/successor request names #170089

Originally raised in #169578. Surrounding documents should provide better request names for displaying in the UI, e.g. in the incomplete data callout:

Request creators need to provide meaningful names because they have required context. In this case, that would be up to Discover to provide sequential naming, or better yet - timestamped names.
