Describe the feature:
Currently, when interacting with a chart via any Action - filter click, chart brush etc - a new Filter Pill is created. Sometimes, users would prefer actions like these to create Control Selections or new Controls instead.
Describe a specific use case for the feature:
A Dashboard author would like to hide the unified search bar - either through dashboard embed mode, or a future functionality - to give their analysts a simpler Dashboard experience. But they would still like to have chart brushing or filter clicking working. In cases where the unified search bar is hidden, applying chart selections as Controls make the most sense.
